Initially, I have used procedures in the constrains (cstr1 to cstr8), and it have solved very well.
Following the problem, I put a restriction 9 (cstr9). This restriction need to be called from a "procedure" using a "unapply", as you see in my file. I have change all the restriction from a "procedure" to "unapply" and it give me an Error. 
*I use a procedure/unapply in G5 because I need to call other software to obtain results. In this case, I only put an example to know the procedure.
I dont have sure what is the problem.
Would you please help me?
Additionally, would you please help me to change NN to mu[12] and MM to mu[22]. It generated additionals problems.

I need some additional help:
(a) I will add a constraint G5 from a procedure, it is only an example. All the file is solved without problems, but I think that G5 is not working. What do you think that is the problem?

See my Maplesoft file, in the last part I try to define G1, G2, G3 and G4 > or = to 1,00.
As you see it solve all the content, but G3<1,00. What is the problem? Can you see it?
